My top-loading washer, purchased in June, is not spinning out the clothes, leaving them soaked even though the washer says it's done. This has happened a couple of times, and I have to manually turn it to drain and spin. Additionally, a couple of times, it won't even wash, filling up and washing but not progressing further. What could be the issue, and what should I do?

I was told there was a recall on some GE washers for the tub balancing ring and I wanted to check to see if my appliance was affected. My GE washer is top-loading and I have the model and serial number. I rearrange the clothes in the basket but I can’t think of anything else I can do.
