I have an LG double wall oven model LWD3081ST/00 where the bottom oven is not heating and displays an F19 code, while the top oven works fine. I have replaced the thermostat and the pub board, ohm'ed out the heater elements (which are fine), and checked the connections. What could be causing the issue and what else can I check?

The refrigerator is at least 10 years old and we had to replace the ice maker about a month ago. What could be causing these issues and what should we do to fix it?
