My freezer is cooling but not freezing. The compressor kicks on but then kicks off about 10 seconds later. The refrigerator side is cooling perfectly fine, but the freezer is not getting cold enough to freeze anything. What could be the issue and what steps should I take to resolve it?

The hot water side was really caked up with grit. Re-installed the hoses, and the water still will not stop flowing and the machine will not go into wash cycle.
