My GE washer's control panel is locked (red lock next to minutes) and nothing works. I have tried resetting it by unplugging for 5 minutes, but it didn't help. What should I do to unlock it?

My Whirlpool ice maker's wire shut-off arm keeps falling out of its front hole, resulting in too much ice. I haven't replaced the water filter for a few years, and the fridge was bought on 11-25-17. This issue has been going on for about 3 weeks, and I've tried putting the arm back in the hole, but it falls out after opening the drawer once or twice. What should I do to fix this?
