My KitchenAid KSSS48QDX05 refrigerator/freezer has issues where the top half of the freezer defrosted and the refrigerator got warm. I have tested and replaced the evaporator fan, defrost timer, and defrost thermostat. The compressor runs and the cooling coils frost up, but the evaporator fan still does not run. What is the next step to diagnose and fix this issue?

I live in San Juan, Puerto Rico and purchased a GE refrigerator model GYE22HSKMSS, serial number MM523075, on May 15, 2020 for $3,560.00. The refrigerator is two years old and has had issues with the refrigeration light turning off and the water dispenser not working, both occurring for the second time. Gallery side-by-side has a thin green wire that I don't remember where it connects in the condenser area. The appliance is a Gallery FGHC2331PFAA. I've unplugged the refrigerator to defrost and noticed a little black part on one of the copper tubes with multi-pin connectors and a green wire with a thin lime green stripe. Where should this green wire connect?
