Facebook and Yahoo related sites are not working for 24 hours on both my laptop and desktop, while everything else works. I have tried turning off the firewall and resetting browser settings, but the issue persists. What could be causing this and how can I resolve it?

I received an email from a friend with an attached file containing a picture I was expecting. However, when I accidentally clicked on the arrow, it changed to other pictures, including ones from a social network I chat with and logos from banks where I hold accounts. I have never downloaded these pictures onto my computer. Are these pictures part of the file he sent to me? Can you please advise?

I am getting the message 'Windows could not start because the following file is missing or corrupt: \\system32\ toskrnl.exe. Please re-install a copy of the above file.' However, I don't know how to re-install a file without being able to start the system. What should I do to resolve this issue?
