I have a Dell Precision T3500. Someone took over control of my computer and now I can't turn it on; the screen says I must have a password. Dell Concierge was able to help once, but the problem returned. What should I do?

I need help with SQL statements for a Logic Pro project. I'm running Outlook 2010 in Windows 10 and receive the error message 'Your offline changes are not up to date. Outlook is now attempting to rebuild the offline change database, etc.' Then it attempts to change and shuts down.
