I have a light flashing on my Panasonic landline phone asking for my passcode, which I don’t know. I have been trying to resolve this for approximately 2 days using instructions from Just Answer, but haven’t succeeded. My phone provider is Bell. What steps can I take to resolve this issue?

I have a Dell XPS 410 running Windows Vista 32-bit Premium. My PC will not boot up, showing a flashing cursor after the Dell logo and 'Serial ATA AHCI' message. I have tried various diagnostics and boot options without success. What can I do to resolve this issue without wiping my PC clean?
