I have a PC with Windows 7 that suddenly started taking very long to boot up and perform tasks. My mouse lags during startup, and it takes about 40 minutes to complete the process. The start menu and applications take a long time to open. I've checked for viruses and updated drivers, but the issue persists. I also encountered a blue screen of death with the message 'irql_not_less_or_equal.' Additionally, I noticed that my Intel power supply fan is not running. Could a broken power supply fan cause these issues, or what else should I check to fix this problem?
