I have a Toshiba laptop with Windows 7 that stopped working, displaying 'Windows loading' and then nothing. The laptop cannot be turned off or on, and there is a constant light screen. I don't have the Windows recovery disc but have a Windows 7 disc for my desktop. What should I do to fix this issue?
