I just bought a Tracfone from Wal-Mart and activated it online, but I can't make calls. I keep getting a recording saying 'welcome to Verizon Wireless this call cannot be completed because there are restrictions on this line. Announcement 27/24.' Calls from my landline to the new phone also say the customer is not available. My network appears in the WiFi list on my TracFone, and other devices connect to the router. What could be the issue?

I do not have an account with you. My credit card shows a charge from PayPal for something I don't know what it's for, as I have never used PayPal to pay for anything. The bill does not show the business or a phone number for them. I need information on what was ordered and how you could bill me if I had no account with you. This sounds like fraudulent billing to me.
