Whenever I browse and open various sites, I get a pop-up window asking to allow or not allow notifications. Should I allow them, and why? Does allowing cause more problems or unnecessary information?

My computer is stuck with an unknown password and I can't access my Yahoo email. I have tried to change the password but now it's stuck with a password I don't recognize. I have taken the computer to Best Buy and a private repair guy, but neither could fix it. How can I regain access to my Yahoo email?
