How do I create an Amazon account when I get as far as the OTP (One-Time Password) step, then I must leave the site to retrieve it, and when I come back, I have to start the process all over again?

I have a Surface Pro 7 that I've had for over a year and have never used it properly. I don't understand what to do with it, and every time I log in, it shows an error and directs me to links that won't open, asking me to contact my administrator, which I don't have since I retired.
