My computer has been hacked. I need the name of a person. The computer is a Dell with Microsoft 10 OS. I am afraid to turn it back on until a qualified person is available. I think the hacker is out of the far east. How can I resolve this issue?

I have Windows 10 with the latest updates, AVG antivirus, AVG Tuneup, and Photoshop CC with the latest update. When I open Photoshop, I get a blank screen instead of the normal opening window. When I try to create a new file from a copied selection, I get an error message. What can I do to fix this issue?
