Yesterday, when my packages arrived, one was correct but the other did not belong to me. My package did not come, and the wrong one belongs to the street over from me. I tried to call Amazon, but they said they didn't have the right email of mine and couldn't help me. However, the payment of 17.03 was taken from my bank account for my order. What should I do to resolve this issue?

I have a Dell XPS 15Z laptop. Whenever I touch the mouse pad, the screen starts to run and colors fade. I have changed the keyboard and mouse twice, but this did not help. Sometimes I use an external USB mouse, but it still gives the same screen problem. I upgraded from Windows 7 to Windows 10, and this is when the problem started. What could be causing this issue and how can I resolve it?
