My Chihuahua has bumps all over her body. The bumps started on her belly about two weeks ago and have spread. She occasionally scratches and is otherwise active and eats normally. She also had a period of sneezing and asthma-like symptoms two weeks ago, which have since resolved. What could be causing the bumps and what can I do about it?

My 14-year-old female Pug, who has been diabetic for a month, is currently on 7 units of Humulin 70/30 insulin twice a day. She eats Hills w/d and sometimes Hills a/d. Her blood sugar levels are fluctuating, with a reading of 70 two hours after an injection and meal. Should I be concerned about these levels, and what should I do if they drop further? Additionally, can she have snacks like ham and cheese, and is it safe to continue with 7 units of insulin?
