My dog, Rigby, who is 9 years old, has had a growth on his neck for about 9 months. Two vets have looked at it and weren't overly concerned as long as it doesn't grow quickly. It seems to be growing slowly. What could this growth be, and should I be concerned about it?

My 18-month-old Pit Bull is lethargic, not responding to her name, twitching, and her jaw won't open. She looks exhausted but isn't panting, and she won't eat. She was active until 3 PM and has been outside all day. She has scratches on her abdomen and red bumps in her ear that look like a rash. She was locked in mating with another dog earlier. She has a clearish crimson discharge from her vagina, but it doesn't look swollen like during her heat. What could be wrong, and should I take her to the vet?
