Is a vet allowed to share patient medical records with someone who is not the owner of the dog, and if ownership is transferred, can the new owner access the records?

I just adopted a senior dog who was exposed to kennel cough and now she is having a difficult time breathing. She was ok when we brought her home on Sunday, but today it has been difficult for her all afternoon and evening. She is breathing through her mouth which seems abnormal. What could be causing this and what should I do?
