Why does my neutered dog sometimes appear to have testicles, especially when he is excited?

My dog, Honey, has been acting like she has a stiff neck for over a month since I accidentally fell on her. She is laying on my bed and doesn't want to do anything. She was given baby aspirin for a few days, which helped with other symptoms but not the stiffness. I am considering an x-ray but am unsure if it's necessary. What should I do?

My dog, Peach, a 1 1/2-year-old, has been trembling, lethargic, and smacking his mouth for about an hour. He doesn't seem to want to wake up or drink water, and he looks sad. He was recently showered and dried with a hair dryer, then went outside briefly before coming back in and showing these symptoms. There was a pest control service done outside the house earlier today, but he didn't go outside until much later. What could be causing this and what should I do?

Do Utah service dogs have any protections to prevent animal control from impounding the dog and putting it down after it has bitten a person, especially if the incident occurred at home and the dog was not wearing its service dog vest or registration card?
