My pug is acting paranoid, lethargic, and like she is on LSD or something. What could be causing this behavior?

My 9 1/2-year-old shihtzu, Charlie, has become listless and occasionally yelps when picked up. He has had similar episodes before, usually after jumping or grooming, but recovers within a few days. This time, it has been two weeks. He is also dealing with a severe flea infestation. What could be causing his symptoms, and are there any dog-friendly anti-inflammatory treatments available?

I have a 10-year-old dog who has lost motor function in his left hind leg, and I can't afford the expensive veterinary neurologist recommended by my vet. Is there an organization that can help me pay for this care, or should I continue looking online for financial assistance? If I can't afford the neurologist, should I consider having the vet amputate the leg to prevent further pain for my dog?
