He has been treated for UTI before but the problem persisted. The bleeding seems to worsen when he needs to go potty. One vet suggested neutering, but it was uncertain if it would help. What could be causing this and what can be done without extensive testing due to financial constraints?

My dog has recurrent non-symmetrical ear infections that started after swimming in a 'skunky' lake 2 years ago.
