My 10-year-old, 13 lb male dog, Scooby, who is not neutered and has a heart murmur, hasn't been able to pee for the past 24 hours, only drips. He is also not eating or drinking much, seems more tired than usual, and gets up to walk outside to try to pee but to no avail. He does not seem to be in pain, and his breath is normal.
