My dog is already on carprofen for arthritis, but she is still in pain with the highest dose I can safely give (1mg per lb of body weight 2X a day). Can I use Dr. Jacobs original Pferdesalbe or any human pain cream as well? Or what else could I do for her?

My dog was seen by a vet earlier this week for severe vomiting. Full chem panel and CBC as well as abdominal X-ray were normal. Today she has urinated several times in our home, with pools followed by a lot of dribbling in between. She is panting and shaking heavily and cries when bumped a certain way or when attempting to pick her up. I'm concerned she may have a UTI, but not sure what classifies an emergency to contact a local vet.
