Our dog might have a UTI as she has blood near her vagina (small amounts) and has trouble controlling her bladder. She had this issue several months ago and was diagnosed as a UTI. Additionally, she has been having persistent flea issues despite using natural flea shampoo and over-the-counter medication. What should we do for both the UTI and the flea problem?

My lab, Junior, is a little over a year old and has been experiencing dizziness, clumsiness, confusion, and wobbliness, sometimes resembling drunken behavior. He recently had a small rash in his groin area that has turned into sores. He also had kennel cough a while ago and is now dry hacking again. His ears are slightly red, and he has large pupils and stares blankly. Could these symptoms be related to the flea preventative he used (Hartz Ultra Guard triple action) or something else?
