My dog, Max, a 5-year-old male, has been excessively licking his penis area for the past 2-3 days, leading to a buildup of smegma. There is some redness and swelling around the penis opening, but no unusual smell. He has full energy and is urinating normally. What could be causing this and how should I treat it?

My dog, Franklin, had a neuter surgery 4 days ago. His scrotum is black, which was noticeable immediately after the surgery. He is not licking or chewing at the area, and he is not in pain. Everything else with him is normal—energy, eating, etc. Should I be concerned about the black scrotum, and what should I monitor for?
