Is it true that aggressive dogs can be treated with Prozac? If so, how much would it be out of pocket to cover the expense?

My dog, a little Chow Wawa, is crying and won't walk, instead he scampers and puts his butt down while chewing at his paws as if he wants to chew them off. He is constipated due to my daughter feeding him par-cooked 7-grain rice. His paws seem to bother him, and he hasn't had a bowel movement in about 4 days. Is this behavior related to constipation, or could it be something else?
