My dog, Willow, a 11-year-old spayed female, is showing signs of a possible urinary tract infection, similar to a previous episode. She has been having trouble urinating for about 2 days, is drinking a lot of water, breathing a bit harder, and is listless. She also refused to eat yesterday but finished her food this morning. What should I do, and what tests should be conducted to confirm the issue?

I am fostering a French Bulldog named Phoebe, around 8 years old. She fell into a pond a couple of days ago and is now experiencing balance issues, similar to vertigo, and keeps falling over.
