My yorkie's front legs went limp today, and the local vet took X-rays and blood tests with no abnormal results. He is in much pain. Have you ever heard of this before? What should I do?

Our Yorkie's penis was protruding, almost all the way to the floor, along with some of his bladder. There is a roundish shape at the base of his penis, and it is very red. This was rather sudden. When I picked him up, it shrank down but is still not normal size. He was fixed at the beginning of the year. What could be causing this and is it a concern?
