My recently adopted shelter dog began coughing about a week ago, sounding like she has a hairball or something in her throat. Now, my other dog has started coughing similarly. They are not coughing constantly, and the new dog's lethargy is uncertain due to recent adoption. She received a bordatella shot at the shelter before adoption. What could be causing this, and what should I do?

My 13 1/2-year-old Rhodesian Ridgeback, Ruby, is experiencing whining, distressed barking, weakness in her back legs, staggered walking, falling, needing help to get her hind legs up, and increasing symptoms including bowel incontinence. She is currently on Carprofen. Should I split the Carprofen into two doses twice a day instead of one, and add Gabapentin? Also, how do I know when it's time for her to be put to sleep?
