My 7-year-old male neutered Maltese is losing muscle and has areas of black spots on his head and various places on his body. What could this be?

We have a 9-week-old Labrador Retriever who started itching excessively after we put a collar on her. We tried both a nylon and a leather collar, but the itching continued, and we noticed scabby brown bumps on her neck where the collar contacts her skin. We're unsure if this is collar-related or if we should return to the vet. Can you provide any insight?

I have a skipper kee diagnosed with diabetes. She hasn't had her insulin today because she won't eat, and when she drinks water she vomits. It's late at night on a holiday weekend, and I don't have the money to take her to the nearest vet, an hour away. Is there anything I can do? I'll find a way to take her if I must.
