Can I use human eye drops in my dog's eyes to help clean out an infection?

My 7-year-old male Basset Hound is walking around the house, licking the carpet and salivating, with red and watery eyes, but no distended stomach or signs of pain. He often goes outside and sometimes vomits, but returns fine. This behavior started several years ago and now occurs almost every week. What could be causing this and what can I do to help?

Our 2-year-old female Bull-Mastiff has developed a phobia of climbing 6 steps from the den to the living room. She previously hesitated but always managed to climb them. She can still climb steps at the vet's office. We've tried enticing her with treats, but nothing works. What do you recommend?

I wanted to let you know that my dog, Thomas, suffered several seizures/strokes late Sunday night that left him paralyzed and he was euthanized.
