My dog ate a scrubbing bubbles fresh brush and vomited quite a bit. At what point will I know he's okay?

I have a 4-year-old 11.6 lb Cairn Terrier who has not been eating since Sunday, and has vomited once after trying to eat. He has loose stool, pink gums, and his stomach is making gurgling sounds. He has had eating issues before but only for a couple of days. Should I monitor him, and how long should I wait before taking him back to the vet?

My 8-year-old Redbone Coonhound keeps coughing like he has something in his throat and then regurgitates a lot of thick phlegm. There is no blood, and he is eating and drinking fine, but this coughing-gagging has been happening for about 5 days. Should I be concerned enough to take him to the vet today?
