A mother, daughter, and grandbaby from Texas visited relatives in Wisconsin, where the daughter took the baby to visit the alleged father without the mother's permission. The mother reported the daughter as a runaway, and authorities retrieved the daughter but allowed the baby to stay with the alleged father, as the daughter (the baby's mother) said the baby could stay. The alleged father is not on the birth certificate and has not taken a DNA test. The daughter is doing this out of spite against her mother, who moved her to Texas to get her away from bad influences. What legal options does the mother have to get the baby back?

I live in Reading, MA. Our friend owns a 2-family home abutting our property. The tenants have broken several sections of fence and created a massive junkpile abutting our and two other properties.
