A NY City Marshall has placed a levy on my bank account for $14,000, which is twice the amount of a Civil Claim Judgement awarded to a Credit Card company for $7,319. Can I offer to settle for less than the full amount if I don't have the full sum, and should I only agree to pay the principal or could I offer even less if I can only get $3000?
