He claims he did not receive the fax and refuses to refund my money, stating the campaign was already in effect. Is what he's doing legal, and what can I do to get my money back?

I live in Carlsbad, California, and I would like to know about leash laws on private property. The community I live in is private property with three grassy areas for pets. I know that dogs must be on a leash in public areas at all times, but there seems to be some confusion about having your dog on a leash on private property. Dog owners like to take their canine companions to the grassy areas to play fetch but are confused as to whether or not their dogs must be on a leash when engaging in play activities. Is having your dog off leash while playing permissible?
