How much discretion does a municipality like Fort Lauderdale have in assessing water rates for different kinds of residential users, and where does the statutory or other authority lie for making such a decision? Condo users are paying twice as much as single-family home owners for water, even though the cost of delivery is less for condos. This seems unfair as all users consume water in approximately the same quantities. Is this discretionary or statutory?
