I am a 3rd tier subcontractor in a verbal contract with a 2nd tier subcontractor, who has a written contract with a prime contractor. The work was completed, and a stop notice was filed for the full amount owed by the 3rd tier subcontractor. The prime contractor offered to pay $12,500 of the $15,000 owed if I sign off the stop notice. Can I sue the 2nd tier subcontractor for the remaining $2,500 owed, especially since they have been paid for the work I performed and still have $6,000 in retention?

My neighbor is harassing me and my service dog. He stands by my back patio door and peers in the window, stares at us when we are outside, and yells at us. My dog gets upset and barks at him.
