I am a live-aboard at Palm Harbour Marina in SW Florida. The marina has a service department but does not offer bottom cleaning services. They are now requiring that my diver submit his bill to the marina and then the marina will invoice me, marking up the invoice without providing any service. Is this legal, and what should I do if I suspect it is not?

My son applied for EBT previously for himself and his daughter. He recently renewed his application but his daughter was not included in the approval, leading to reduced benefits. He then reapplied to add her. Was this fraud, as nobody lied to get more benefits, and he just wanted to get what they were previously receiving? This is in Florida.
