We have been terrorized by two neighbors for 2 years in various illegal ways, and recently one of them, on camera, pulled out a gun (a B.B. handgun) and shot out our rear windows. According to Philly Code § 10-810(1) Discharge of a weapon and § 10-810(3)(a), would these violations alone satisfy the requirements for 'Private Nuisance'? Further, would these acts meet the requirements for Restatement (Second) of Torts § 822, § 827, and § 829?
