I bought a used car from a private party, and the engine failed due to burning all of its oil reserve within the first 250 miles that I drove it. The engine now needs replacement, which costs more than the value of the initial sale. The service receipts versus mileage indicate that the last mechanic failed to fill the engine with oil at the last service, despite charging for it. When I confronted the mechanic, they offered to cover the labor on the engine replacement but not the parts. I believe they should cover everything. What are my next steps?

Regarding sub-contracting limitations within government contracts, are independent contractors delivering work for a company considered on the same vein as sub-contracting work? This is within management consulting, and the individuals are 1099 independent contractors. The government contract also states that all subcontracts must be approved by the client and that all invoices must be passed through. Is this applicable to existing independent contractors with the company that do not submit invoices, but are paid from bi-weekly reporting on hours and expenses?
