Regarding sub-contracting limitations within government contracts, are independent contractors delivering work for a company considered on the same vein as sub-contracting work? This is within management consulting, and the individuals are 1099 independent contractors. The government contract also states that all subcontracts must be approved by the client and that all invoices must be passed through. Is this applicable to existing independent contractors with the company that do not submit invoices, but are paid from bi-weekly reporting on hours and expenses?
