I have a temporary civil order of protection in Tularosa, NM, and my 72-year-old mother and I are being harassed by our neighbor who has mental issues and does not abide by the order. Local law enforcement will not enforce the order, and we are unsure who is supposed to enforce it. What steps can we take to get the order enforced and stop the harassment?
