I have an Equity Reserve Agreement (2nd mortgage LOC) with National City, now taken over by PNC. I have a Fixed Rate Lock (FRL) clause in my contract, which I have used to reduce my interest rates in the past. However, PNC claims my contract was 'blocked' in 2008 due to a decrease in the property's market value, preventing further FRL adjustments. What should be my course of action?

I live in Pasco County, Florida, and am currently on drug offender probation, which was supposed to end in February 2011. I violated my probation a few months ago for testing positive for Xanax. My probation officer accused me of tampering with a drug test due to taking Azo for a urinary tract infection, which turns urine orange. The judge offered me 6 months in county jail and 1 year of community control. The lab test came back showing the original test was diluted, and I tested clean in a subsequent test.
