I have outstanding tax balances for 2015 and 2016 and have not made estimated payments for 2017. I understand I need to make these payments for an Offer in Compromise (OIC) to be accepted. If I mail in the application with these outstanding balances, will the IRS definitely impose a lien on my house for the duration of the application process?
