I have an iPhone 7 Plus that went into activation lock with an unknown Apple ID after transferring data to a new iPhone X and resetting the old phone. Apple's system incorrectly identifies the phone as an iPhone 6 and they refuse to unlock it without the original receipt. What is the best approach to resolve this issue, and can I open a case against Apple to force them to unlock the phone?

I want to serve these two individuals with a cease and desist letter and potentially file a lawsuit. How do I start this process, and what state-specific considerations should I be aware of?
