I live in Colorado, but my husband works for a firm in California. We have a judgment against us and a NOTICE OF LEVY, which has frozen our account. I am filling out paperwork to amend the levy, as we are trying to pay off or settle the debt. The judgment is for $35k, and I have a "RETURN TO LEVYING OFFICER, DO NOT FILE WITH COURT" form with a Claim of Exemption. I was told they can't take all our wages, but I need help understanding how to fill out the form correctly and whether the money in our account, which is from wages, can be protected.

My employer has created a custom HSA account with rules that limit monthly reimbursement to $208.33, even when expenses exceed this amount, and do not allow reimbursement for bills incurred in previous months. The company is based in Colorado, but I am in Wisconsin. I want to know if these practices are legal and what steps I should take if they are not.
