I need to take someone to small claims court in Raleigh, North Carolina, for a fraudulent online furniture purchase where the seller knowingly sent a damaged item instead of the undamaged one advertised. The defendant is in North Carolina, and I am in California. Is there a way to sue her in California since she has no physical storefront, only a web presence, and can I participate in the case without being physically present due to a fear of flying? Additionally, what are the statutes of limitations for libel, slander, defamation, and cyber bullying/harassment?

My son, a police officer in Texas, asked two Spanish-speaking officers for help with his Spanish to take a required test. He failed some courses and never took the final. He gave the officers a cap as a thank you, which another officer reported to the state. An investigation followed, and after two and a half years, he went to a hearing in Austin where the two officers testified against him. The state wants to revoke his license. His lawyer was ill-prepared, and we don't know what to do next. If his license is taken, is there an appeal process, and what type of attorney should we look for?
