I received a citation for not yielding to pedestrians in Utah. The pedestrians were walking in the middle of the street, not at a designated crosswalk, and I made a turn without stopping, realizing later I should have stopped. The man who confronted me claimed to be a police officer but did not identify himself or show proof. A different officer later issued me a citation. Should I contest the citation, and can I file a complaint against the pedestrians for jaywalking?

In my divorce decree, my ex-husband was ordered to pay for college for my two daughters, but he has only paid $2,000 over three years, including room and board. He refuses to pay any more. How can I proceed to enforce this court order, and what can the courts do to make him pay? Additionally, my daughters' grandparents recently passed away, and he has not given them their inheritance. Do they have any right to collect, and how would they do that?
