I received a citation for not yielding to pedestrians in Utah. The pedestrians were walking in the middle of the street, not at a designated crosswalk, and I made a turn without stopping, realizing later I should have stopped. The man who confronted me claimed to be a police officer but did not identify himself or show proof. A different officer later issued me a citation. Should I contest the citation, and can I file a complaint against the pedestrians for jaywalking?
