I sold my old truck to a scrapper in February, but I didn't transfer the title because I was told it would be parted out and smashed. Five months later, the truck was involved in a hit and run accident, and now I owe an impound fee and the Department of Licensing (DOL) wants $16,000 or they will revoke my driver's license. I don't remember which scrapper picked up my truck, nor do I have the phone I used to call them to trace the call. What can I do?
