I want to seek damages from the water company and the City of Harrisburg for allowing squatters to stay in my home for almost 9 years without proper termination notices, which is standard policy. I plan to sue them in a Section 1983 action. Can I include them as additional defendants in my First Amended Complaint, and will this be granted by the court? Do I need to send them a copy of the Motion to contest or accept? Are there any case laws that address the negligence of a city in such situations?
