I was awarded child support for my nephew from his father in 1997, but the father avoided paying until 2011 when he was found in MN. I believe he committed suicide to avoid paying. What are my options for recovering the support arrears from his estate, business, or Social Security? I am unemployed and cannot afford legal fees.

In Wisconsin, if the police receive a 'Loud Noise' complaint at a private residence, can they observe from the neighbor's yard without permission, walk through a gate on my property, enter my garage without knocking, and ask each person to submit to a breath test? Additionally, can they give a citation to my 18-year-old daughter for permitting underage drinking, even though they were told she did not provide the alcohol? Were her 4th Amendment rights violated?
